Ensure that `go mod tidy` doesn't remove too much 

- Add `magefiles/tools/tools.go` to import packages we want to keep around.
  The file itself is never built, but it's still seen by `go mod tidy`.
- Instead of running the `go-winres` executable, run the package with
  `go run`. That way it doesn't need to be installed in order to run it.
