游戏产业的蓬勃发展，已经成为不少企业收入的重要来源。
据媒体报道，日本准备加强对来自海外的智能手机游戏征收消费税 ，因为当地发现，存在从日本用户处收到的消费税没有由这些游戏创作者支付给日本税务机关的情况。
根据美国研究公司Sensor Tower的数据，2022年在日本销售的前100款智能手机游戏中，约有一半是由外国公司创作的，其中中国的数量最多。
考虑到一些游戏公司没有在日本设立办事处，且规模中小，日本的征税措施中包括直接向苹果、谷歌等平台分发商收缴。
