国内专利，电力行业的专利有多水？

在一家电力培训外包的公司上班做 VR 开发工作，经常接到一些不靠谱的开发需求，更过分的还有给甲方的电力编写专利。专利的需求也很简单，比如领导就给我说“写一篇关于电力 xxx 的专利，一个星期后要提交”，再也没有别的资料，这让我很头大，因此对电力公司几万件的专利水份表示质疑，专利在国内算是形式主义不？如果这能够糊糊涂涂的写完，糊糊涂涂的过审，算是打谁的脸了。。。
