Question Is there a simple way to tell if a bootloader will be unlockable when buying used in person?

Sorry to bug you guys, it seems hard to figure this out conclusively. Some people say this is enough, others say it's possible it's still not unlockable.

Can I verify with you all what I believe is a good way to proceed:
  1. I put my sim in the phone to verify the carrier is unlocked.
  2. Then I go and enable developer tools and enable OEM unlocking sms USB debugging.
  3. Turn off phone, turn back on, and verify if those settings remain enabled?

Never boot with a sim.

You will be able to check if "Enable OEM Unlocking' is greyed out or not without entering your sim card. Do this and unlock/root before entering your SIM if you want to be safe. You can look up the IMEI number to see if it's black listed
There are also check IMEI sites that will distinguish whether the IMEI/device is a carrier variant (and what carrier I believe) or not (global/Google Store bought)....

I've heard that, do you know what the tool is called and/or if you can point towards it?
But does it also divulge if the tool also differentiates if a device is a carrier variant or not? Most IMEI checkers tell whether or not it's blacklisted, not necessarily what variant it is....
