上海市发改委等部门印发《上海市推进重点区域、园区等开展碳达峰碳中和试点示范建设的实施方案》，支持有条件、有意愿的综合性区域、产业园区、居民社区、建筑楼宇以及企事业单位等开展各类碳达峰、碳中和试点建设和先行示范。根据低碳交通运输工具低碳规划和发展情况，选择并适度超前开展绿色配套基础设施建设，包括新能源汽车/锂电池助动自行车充电桩、配套电网、加注（气）站、加氢站、港口岸电、机场地面辅助电源等。
