4月14日，出生于俄罗斯莫斯科州科洛姆纳、加拿大籍以太坊创始人V神（Vitalik Buterin）在黑山总理Zdravko Krivokapić和财政部长Milojko Spajić的建议下获得了黑山公民身份（护照）。黑山位于欧洲巴尔干半岛中西部，东南同阿尔巴尼亚为邻，东北部同塞尔维亚相连，西北同波黑和克罗地亚接壤。黑山2017年6月5日，加入北约，成为第29个会员国，使用欧元，2020年总人口62万，人均GDP约为7686美元。
