My configuration is as follows:

Proxy: None
IP settings: DHCP
Privacy: Use device MAC (have also tried random MAC)

Advanced options:
EAP method: PEAP
Phase 2 authentication: MSCHAPV2
CA certificate: Use system certificate
Online Certificate Status: Do not validate
Domain: yyy.zzz

Username: [email protected]
Password: password
I don't know if that's the problem for you but the "Do not validate" is the problem with Android 11 update.

Don't you have a certificate to set there?

So there are 3 more options for this setting: "Request certificate status" , "Require certificate status" and "Require all non-trusted certificate status". I tried selecting all three and I get same behavior. In the CA certificate I see an "eduroam_WPA_EAPIEEE8021X_PEAP..." certificate but even if I manually select this I get the same problem. The other thing is that even if I select any of these settings and connection fails again, when I go back to advanced options then the original settings are selected. Not sure if this is normal or not.

  1. Make sure you have installed the correct root CA certificate from your University
  2. Forget network
  3. Set everything again with "Require certificate status" and select your university CA certificate

So the university IT department sent me the CA certificate, and I manually installed it to my phone.
So I do this, i.e forget network, go to advanced options, enter my credentials, select "Require certificate status" and select the university CA certificate. Connection does not happen, same exact behavior.

But the strange thing is that when I go into the advanced options again, the CA certificate is again set to "Use system certificate" and the online certificate status to "Do not validate". So the settings do not persist for some reason.

Probably you can ask other members from the university if they also are facing same issues, you can take a look in the exact configuration they are using and compare with your device configuration.
Also, from the official releases, are available newer versions than 12.5.4, maybe it solves it, in case is a real bug.
And one more thing, switching to a different region based firmware may make a difference, due to restrictions and policies that can state for specific region.
