As a note... There's a lot happening here. Does it make sense to break this up? I know the pieces won't work on their own, but it feels a little simpler?
We currently have a couple of commits that are out of order, but we are squashing them as we progress with the port; the end PR is going to be really clean! 
We are aiming for one commit per library.
Having a single PR that we can merge with rebase is going to ensure we can easily make use of git bisect to track down possible regressions that we didn't catch with the current tests
