As confirmed recently with @Smjert on Slack, the docs needed to be changed to be consistent with the fact that osquery no longer uses a system-provided library for anything and that includes OpenSSL.
Separately, the docs were making the implication that TLS protocol support on Windows was different than the rest, but I don't believe that's the case either, so I changed that line.
