俄罗斯的互联网审查行动始于一系列官僚主义的邮件和表格，要求 ISP 提供流量号（ traffic number）、设备规格和连接速度等技术细节，紧跟着而来的就是黑盒子。ISP 别无选择，只能允许政府技术人员将黑盒子与计算机系统和服务器安装在一起，这给与政府封锁、过滤和限制他们不想让俄罗斯居民访问的网站的能力。俄罗斯总统普京曾将互联网称为是 CIA 的项目，视其为一种威胁，正逐步加强对其的审查。今年早些时候，俄罗斯以 Twitter 未能及时删除它认为非法的内容而对其进行限速的惩罚，这是外界看到黑盒子过滤系统首次投入作用。这个黑盒子就是深度包检测（DPI）设备。
