制定战略，最关键的是战略落地。战略落地意味着资源要配置到位。一般情况下，可能需要有四个层级：
做任何事情，首先要明确自己的目标是什么，组织也不例外。组织需要首先明确自己的发展方向和目标，搞清楚发展的愿景，然后才能进一步制定战略。
如前文所说，战略是就长远规划，就是通过定位获取竞争优势。
组合管理的目的在于资源的最优化配置。将资源配置到最符合组织战略，对组织战略贡献度最大的业务或新产品开发上。
计划是战略落地的详细规划，需要组织制定周密细致的计划，高效地开展相关业务或新产品开发，最终实现战略目标。
