This means that from that moment on, every package requires a manual unblock [2] by the release team if it needs to migrate to bullseye. This milestone will not change anything for key packages or packages without autopkgtests. However, from that moment on also for an updated non-key package with passing autopkgtests an unblock needs to be requested, unless the package migrates before that date.
