TIL: Chrome gets stuck in an ~infinite loop on startup if DPAPI keys are corrupted (Chrome Password Manager uses DPAPI).
Workaround is to launch Chrome with a profile where you haven't stored any passwords:
chrome --user-data-dir=C:\temp\
