Unable to Permission Quick Action Effective Date Field

I'm trying to set up the new Quick Actions for MSS. I have followed all of the instructions for RBP's. Managers can now access the Quick Action and start a transaction, but the Effective Date field is not editable. Has anyone had this issue or know what is missing?
