SAP ASE Run-time Edition is not for sale. 

It is a name coined for the ASE supporting SAP application portfolio.  If you run SAP applications on ASE this is the edition that's used (with all options turned on).  If you run custom applications on ASE - you have all the rest of available editions (you can find them explained here http://www.sdn.sap.com/irj/scn/go/portal/prtroot/docs/library/uuid/7089f2ed-6fed-3110-4e9d-a3cd46989...).

ASE Runtime is a bundle of several ASE licensable components:

     - ASE Enterprise Edition

     - ASE High Availability Option

     - ASE Security & Directory Services Option

     - ASE Encrypted Columns Option

     - ASE Partitions Option

     - ASE In-Memory Database Option

     - ASE Tivoli Storage Management Option

     - ASE Compression Option

Replication Server, Replication Server Advanced Services Option, and Replication Server Data Assurance Option are also components to the ASE Runtime product bundle.

Sybase License Key team built a special SySAM 2.0 license key for the ASE components of the ASE Runtime bundle listed above.  ASE Enterprise Edition and the 7 ASE options are all licensed in a single ASE Runtime license key (Replication Server components of the bundle are separately licensed).

ASE Runtime Edition is not sold.  It is meant to be a component of other product bundles that allow customers to utilize ASE as a component of the sold product (Example:  ASE is a licensable component of Solution Manager).  The contract terms stipulate that ASE Runtime Edition can only be used as a component of the purchase product.
