1月5日，据央行甘肃省分行公布的行政处罚信息，因未落实特约商户实名制管理要求、特约商户收单银行结算账户管理不规范，开店宝支付服务有限公司甘肃分公司（下称开店宝甘肃分公司）被警告，并罚款47万元。
天眼查及官网显示，开店宝成立于2006年2月，注册资本1.2亿元，法定代表人为吴赛，由开店宝科技集团有限公司间接控股。
柒财经注意到，黑猫投诉上，涉及开店宝的投诉超8万条，内容多涉及“乱扣费”“欺诈消费者”等。有消费者在12月14日投诉称，使用开店宝pos机私自扣取流量费99元，“不接受捆绑消费，完全的是欺骗消费者。”
