Releasing the lounge track for Meeting C++ 2023

With this year, the Bernstein lounge returns to the conference.

Meeting C++ has been hosting a lounge track in this with great participation in the past. So the lounge track returns with the lounge in this year. Topics are familiar, like mostly what was offered in 2019.
