Hello goodnight. I currently have a ROM that uses fbe1. And now her update is in fbe2. Is it possible to install fbe2 without formatting the internal storage?

No. FBEv1 and FBEv2 are different (and incompatible) encryption methods. Moving from one to the other requires formatting the data partition. In your case, you will need to format data, flash the FBEv2 recovery, flash the FBEv2 ROM (with the FBEv2 recovery) and format data again.
