外区的 AppleID 在国内使用容易被封号吗

我之前注册的美区 appleid 登不上了，提示这个 Apple ID 没有被激活，在百度搜了一下，这是苹果账号被封了，解决办法是打苹果客服电话，由于这个美区 ID 并没有购买过软件，我的处理方法是重新注册一个美区账号。
但是看网上说登录 iCloud 会导致账号被封，但是我的这个账号并没有登录 iCloud ，甚至平时都不怎么使用，就莫名其妙的被封了。
我新创建的苹果账号购买了美区充值卡，怎样才能避免账号被封禁呢，还是说封禁是概率问题，现在的美区 id 不能登 iCloud 吗，请问大家被封的概率大吗？
