电视外接盒子，解码用的盒子的处理器吗

有个 75 的电视，处理器比较垃圾，外接了当贝比较好的盒子，用阿里云盘倍速播放的时候仍然会掉帧不流畅。我的问题是：
1 、外接盒子播放的时候，解码能力用的是盒子的吗？不流畅的原因是啥；
2 、不换电视的情况下，想解决倍速播放不流畅，只能换性能更强的 Apple tv 了吗
