India bans import of laptops, tablets with immediate effect

India has banned the import of laptops, tablets and some PCs with immediate effect unless one has a valid licence from the authorities.

The directorate-general of trade on Thursday said the government said the ban would also extend to all-in-one PCs and ultra-small form factor PCs and servers. [Details in graphic below]

The notice said an exemption would be granted for up to 20 items in a single consignment, for research and development, testing, benchmarking and evaluation, repair and return and product development.

There would also be an exemption when a device in these categories was part of a capital good.

The notice gave no reason why the ban was being put in place, but India has been touting its mantra of "make in India" for a while now and looking to step up manufacturing within the country.

India Today, a well-known Indian news magazine, quoted Ali Akhtar Jafri, former director-general of the Manufacturers' Association of Information Technology, a lobby group, as saying the restrictions showed the government’s strong commitment to promoting indigenous production.

"The move's spirit is to push manufacturing to India. It's not a nudge, it's a push,” he said.

The magazine said the April-June quarter had seen electronics imports, including PCs, laptops and tablets, grow by 6.25% year-on-year to US$19.7 billion (A$30.1 billion).

Indian Prime Minister Narendra Modi's aspirations to make India a force in the semiconductor space recently suffered a major blow when Taiwanese giant Foxconn pulled out of a deal with metals-to-oil conglomerate Vedanta.

The reason for the withdrawal is believed to be concerns over incentive approval delays by the government.

The cancellation of this joint venture was the second setback for Modi's aspirations. As iTWire reported on 6 July, a deal that Modi signed with American firm Micron Technology during his recent visit to the US is not for any high-level key chip-making technologies.

Prabir Purkayastha, founding editor of Newsclick.in, wrote in an article published both on his site and Asia Times, that the deal was simply a PR exercise.

He pointed out the deal was "only for packaging of the chips, their assembly and testing, a relatively low end of the electronics industry".

"It does not touch the core technologies of designing and fabrication of chips, let alone the holy grail: the lithographic machines that are central to chip fabrication," he added.
