Broadband speeds generally stable, fixed wireless improved: ACCC Featured

Broadband retailers continue to deliver close to plan speeds, according to the ACCC.

The ACCC’s latest Measuring Broadband Australia report shows that with NBN fixed-line connections typically received 98.1% of their maximum plan download speed during the weekday busy hours of 7-11pm in March 2023.

The average busy hour speed was 85.4% of plan speed. The reason for the difference is that downlinks are overprovisioned but uplinks are not.

The report also shows that while most NBN customers receive stable connections to the network, on average one in 15 experiences at least one outage per day. Outages lasted less than three minutes in 54% of cases.

Unsurprisingly, fibre to the premises customers experience less frequent outages than those on fixed wireless or HFC.

Average hourly download speeds for NBN very high speed services in March 2023 ranged from 671Mbps to 814Mbps, just slightly slower than the 688–820Mbps observed in December 2022.

At lest 900Mbps was recorded in 54.4% of all download speed tests performed on these services in March.

Another positive finding is that 72% of NBN Fixed Wireless Plus plans achieved download speeds above the 50 Mbps benchmark in March 2023, compared with 37% in February 2022.

This followed changes made by NBN Co to the fixed wireless network, although it should be noted that these plans are offered on a best-effort basis and do not have a specified maximum speed.

“We have previously called out the underperformance of fixed wireless plans, so it is encouraging to see that more people are experiencing faster speeds," said ACCC Commissioner Anna Brakey.

“Consumers rightly expect to receive the download and upload speeds that they are paying for. The report shows that broadband retailers are consistently delivering download speeds close to consumers’ maximum plan speeds,” she observed.

In terms of the ability to deliver average busy hour download speeds that match advertised speeds for 50 and 100MBps services, the best performing providers were Superloop (100%), Aussie Broadband and Exetel (98%), and Telstra and TPG (97%).

Non-NBN superfast networks such as Uniti Group’s OptiComm and LBNCo networks continued to perform, achieving average busy hour download speeds of 102% and upload speeds of 89% of their maximum plan speeds in March 2023.

“Alternative networks continue to achieve strong results for download and upload speeds. This shows that most broadband consumers can achieve their contracted speeds on both the NBN and Uniti Group networks,” said Brakey.

The report notes that test results for very high speed or superfast services are included even when performance was affected by customers' use of 100Mbps Ethernet equipment or other local network issues. "The ACCC encourages RSPs to reach out to their customers who may be using a constrained network device."
