As Secretary of State Anthony Blinken plans to visit China, former Microsoft CEO Bill Gates touches down in Beijing to meet with Chinese leaders. China Beige Book Co-Founder and CEO Leland Miller sits down with Yahoo Finance Live to discuss these meetings' significance in opening up geopolitical and trade dialogues with China.

AKIKO FUJITA: Well, US Secretary of State Antony Blinken will visit China this week amid heightened tensions between the two countries. Blinken will fly out on Friday. It is his first visit to China since his cabinet appointment. He was supposed to make the trip in February, but that was postponed after a spy balloon linked to China was found in the US. The State Department says Blinken will meet with senior officials and quote, "discuss the importance of maintaining open lines of communication."

Let's bring in Leland Miller, China Beige Book co-founder and CEO. Leland, it's been an interesting strategy coming out of the White House, on the one hand, talking about this visit as a potential thawing of relations. And yet what we have heard from Anthony Blinken as well as National Security Advisor Jake Sullivan is really tougher rhetoric on China, at least around industrial policy.

LELAND MILLER: Well, you know, the hope is that there will be a nuanced China policy. So I think what the importance of what's happening right now with Blinken going over, perhaps followed by some other cabinet members later this year is that the lines of communication have been broken down. And that that's not a big deal until it is.

One of the pieces of leverage that the Chinese have used against the Americans, say, we're not going to answer your military hotline. You know, we're not going to talk to you. It creates the possibility that you could have things blow out of control because there's not enough communication between the two.

So just getting things back on track from a talking standpoint is not meaningless. And there's not a lot of hopes that anything's going to be accomplished anytime soon. But just getting people talking again is not nothing.
