国家补贴 42 万
市里补贴 10 万
工作单位补贴 4 万
这样分娩只自付：59-42-10-4 = 3 万
然后，小孩到 3 岁之前每月补贴 1.5 万，之后到 15 岁之前（即将延迟到 18 岁）每月补贴 1 万。
小孩看病门诊每月最多 1200 ，住院每月最多 3000 。
