Temos uma grande notícia para compartilhar com todos vós! A partir de 01 de julho de 2023, haverá uma grande mudança no Imposto sobre os Rendimentos das pessoas singulares (IRS) em Portugal.
Essa mudança legal tem um importante impacto no sistema, pois altera todo o processo de cálculo de IRS descrito na lei.
A alteração legal é baseada na Lei n.º 24-D/2022, que publicou o Orçamento de Estado para 2023, e nos despachos que publicam as tabelas do Continente (Despacho n.º 14043-B/2022), Madeira (Despacho n.º 54/2023) e dos Açores (Despacho n.º 14837-C/2022) para o 2º Semestre.

Preparação da instalação da alteração legal
Esta alteração legal tem alto impacto no sistema derivado de que é uma alteração de todo o processo de cálculo de IRS descrita na lei.
Para se adequar a essa alteração, é essencial que todos os clientes se preparem antecipadamente. A preparação inclui instalar o Support Package (SP) mínimo, que deve ser o seguinte:

- 04 – HR SP G5
- 08 – HR SP 93
A dimensão da alteração técnica de vários objetos tornaria a implementação das notas SAP manualmente muito complicada e demorada. Portanto, é importante ter o sistema preparado para a instalação das notas da solução da SAP o mais rápido possível.
Descrição funcional da alteração legal
As tabelas de IRS mudam em relação à sua estrutura, adicionando os dados necessários à aproximação para a fórmula de cálculo anual. Dessa forma, teremos um cálculo que evitará o pagamento por conta, respeitando uma fórmula geral.
O processo funciona pela seguinte ordem:
- Encontramos a tabela correta a aplicar a cada empregado, dependendo da região (continente, Açores ou Madeira), categoria de rendimentos (A- Trabalho dependente / H – Pensões), deficiência, titularidade de rendimentos e com dependentes ou não.
- Em seguida, aplicamos a fórmula geral:
- (Base de incidência * taxa marginal máxima) – (abate do próprio + (valor abate dependente * número de dependentes) + (valor abate dependente deficiente * número de dependentes deficiente) + (valor abate cônjuge deficiente)
- O valor de IRS resultante da aplicação dessa fórmula não pode ser menor que 0.
Continuaremos a ter várias bases de incidência separadas, como remuneração mensal regular, S. Férias, S. Natal e retroativos do ano anterior.
A taxa marginal máxima a aplicar continua a seguir os princípios básicos de obtenção de taxa, mas o cálculo do IRS é que realmente muda, dando lugar a novos conceitos, como por exemplo a taxa efetiva.
A definição da taxa efetiva é calculada pela fórmula IRS / base de incidência. Existem a taxa efetiva do mês, taxa efetiva do S. Férias, taxa efetiva do S. Natal e a taxa total efetiva.

We have great news to share with you all! As of July 1, 2023, there will be a major change in the Personal Income Tax (IRS) in Portugal.
This legal change has a major impact on the system, as it changes the entire IRS calculation process described in the law.
The legal amendment is based on Law No. 24-D/2022, which published the State Budget for 2023, and on the orders that publish the tables for the Mainland (Dispatch no. 14043-B/2022), Madeira (Order No. 54/2023) and the Azores (Order No. 14837-C/2022) for the 2nd semester.

Preparing for the important legal change

Functional description of the legal change
IRS tables change in relation to their structure, adding the necessary data to the approximation for the annual calculation formula. In this way, we will have a calculation that will avoid payment on account, respecting a general formula.
The process works in the following order:
- We find the correct table to apply to each employee, depending on the region (mainland, Azores or Madeira), income category (A- Dependent work/H – Pensions), disability, income ownership and with dependents or not.
- Then, we apply the general formula:
- (Base of incidence * maximum marginal rate) – (own deduction value) + (dependent deduction value * number of dependents) + (disabled dependent deduction value * number of disabled dependents) + (disabled spouse deduction value)
- The IRS amount resulting from applying this formula cannot be less than 0.
We will continue to have several separate tax bases, such as regular monthly remuneration, vacation, Christmas and retroactive payments from the previous year.
The maximum marginal rate to be applied continues to follow the basic principles of obtaining a rate, but the IRS calculation is what really changes, giving rise to new concepts, such as the effective rate.
The definition of the effective rate is calculated using the IRS / reserve base formula.
There are the effective month rate, effective vacation rate, effective Christmas rate and the effective total rate.
Remember that this change will have a big impact on the system, and it is extremely important to follow the measures described to avoid any future problems. So please get ready as soon as possible.
