巴比特讯，4 月 29 日，HKIEF 香港创新加密基金发推称，在香港金管局关于市场咨询所得意见以及相关回应来看，预计数字港元采用两层式分发架构，即央行负责在批发层向商业银行发行数字货币；而商业银行和其他支付公司则负责向公众兑换。同时计划采取三轨道方式，为将来可能推出数字港元作好准备。
