AI Regulation Faces Test on Life Insurance in Colorado
(Bloomberg) -- The life insurance industry could become one of the first sectors to be subjected to strict rules around the use of algorithms and models powered by artificial intelligence as regulators seek to protect consumers from discrimination and bias.

The Colorado Division of Insurance proposed new rules last month that would require state-licensed life insurers to provide an inventory of all AI models they use, establish strict governing principles on how they deploy algorithms, and submit to significant oversight and reporting demands.
“Our core goal is to make sure people aren’t being discriminated against,” said Colorado Insurance Commissioner Michael Conway. “To get there, we need to help insurers build out their own muscle memory of how they’re going to use big data in general moving forward.”
The meteoric rise of generative AI tools like OpenAI’s ChatGPT have lit a fire under regulators already struggling to draft rules around how companies can use big data in everything from employee hiring to rental applications. There is momentum in Europe and the US to address issues of algorithmic discrimination and develop safeguards around AI tools on the federal level. But experts say the most granular rules for AI — and the ones that will have important effects for companies — will happen on the state level, industry by industry.
“This is the first comprehensive regulatory rule for AI governance, not just for insurance, but I think in general,” said Avi Gesser, co-chair of the data strategy and security program at the law firm Debevoise & Plimpton. “ChatGPT caused some regulators to move more quickly on AI issues and ask who has been thoughtful about this. Looking around, it wouldn’t surprise me if they looked to Colorado.”

Marketmind: U.S. bank deal allays systemic fears
Asian markets could rebound on Tuesday from their sluggish start to the week, after a deal to buy the assets of stricken U.S. bank Silicon Valley Bank (SVB) prompted a relief rally in financials and allayed fears of deeper systemic stress. Regional U.S. lender First Citizens BancShares said it will take on SVB's assets of $110 billion, deposits of $56 billion and loans of $72 billion, and investors liked what they heard. Systemic banking crisis fears were further allayed by Fed Vice Chair for Supervision Michael Barr, who plans to tell lawmakers on Tuesday that regulators are committed to ensuring all U.S. bank deposits are safe, according to prepared remarks.

Krisp expands from noise canceling to on-device transcription
Krisp got its start as an AI-powered noise-cancellation service, but now the startup is moving beyond that with instant on-device transcription of all your calls and meetings — and of course it integrates ChatGPT now for quick summaries as well. My transcribing experience is usually a matter of downloading the video or audio associated with a meeting, provided someone thought to record it (and I know who that someone was), then uploading that file to a service like Otter and waiting 10-15 minutes while it processes. Krisp has also shown a certain single-mindedness over the years, focusing on effective noise reduction across lots of devices and services.

German court expects conviction for former Audi boss in diesel scandal
Former Audi boss Rupert Stadler is likely to become the first top executive to be convicted in the diesel emissions scandal, with a Munich court giving a preliminary assessment on Tuesday that an accusation of fraud had been substantiated. The former CEO, and three other defendants who were engineers, were charged in 2020 over their roles in the scandal after parent group Volkswagen and Audi admitted in 2015 to having used illegal software to cheat on emissions tests. Presiding judge Stefan Weickert said that Stadler, former Audi executive Wolfgang Hatz and an engineer named Giovanni Pamio could face prison sentences, which would only be suspended "in case of a full confession".

Microsoft lets generative AI loose on cybersecurity
As a part of its continued quest to inject generative AI into all its products, Microsoft today introduced Security Copilot, a new tool that aims to "summarize" and "make sense" of threat intelligence. In a light-on-the-details announcement, Microsoft pitched Security Copilot as a way to correlate data on attacks while prioritizing security incidents. "Advancing the state of security requires both people and technology — human ingenuity paired with the most advanced tools that help apply human expertise at speed and scale," Microsoft Security executive vice president Charlie Bell said in a canned statement.
