今年3月8日，荷兰方面，计划对半导体技术出口实施新的管制，这些管制措施将在今天夏天之前开始实施。
3月9日上午，荷兰光刻机巨头阿斯麦（ASML）发布声明表示，ASML预计必须申请许可证方可出口DUV设备。
同时公司还表示“新的出口管制措施并不针对所有浸润式光刻系统，先进程度相对较低的浸润式光刻系统已能很好满足成熟制程为主的客户的需求。”
据中国经营报，荷兰方面的动议未提及会对服务采取限制措施的表述，换言之，业内人士相信，已完成进口的DUV设备大都还处在关键部件的设计寿命以内，只要正常维护保养就暂无影响。一般，DUV设备6个月进行一次维护以替换或维修老化和损耗部件。
