如何避免 PayPal 的迷之风控？

注册了差不多一周的新账号，登录环境无变化（包括登录设备、浏览器、IP ）。
结果登录一次就要改一次密码，不然就提示「无法确认我的身份」。
每次登录都是验证密码+二次验证器数字。
找了 PayPal 客服解决，也是当天管用，第二天就又必须每次修改密码才能登录进去。而手机端则完全无法登录。
求问：
1 、如何避免 PayPal 的这种迷之风控？
2 、外币收款，除了 PayPal ，还有哪些比较好的方案？
