More power, or more heat?

I have the feeling in this video, that Apple has reduced the M2 MBpro’s fan speed to save battery and be comparable to the M1 MBpro, with the downside of getting warmer.
Personally i prefer that it has less battery than getting warmer.
Are the fans user adjustable though?
