Is it possible through some out of the box functionality to check, during a new import, if a transaction had already been imported previously?
If yes, how?

There is no out of the box functionality to identify if the payment is already been processed during Validate&Transfer stage.
You can contact @municons Partner have implemented this feature as custom package.

Is there a context variable that can allow me to check for the existence of an order id against the one I'm importing? if not, which variable can I use to check the unique existence of a previously imported transaction with respect to the one I'm importing?
