SAP PO: SFTP Connectivity Issue

Context: We have an application which requires integration with SAP ECC through file-based integration. Middleware for this integration is SAP PO Adapter. In this file-based integration, file is transferred through SAP PO file adapter to an SFTP Client for further processing.
Issue: We have provided username, password, key information and self-signed certificate to the client to configure from their end. Client IT team has come back saying that connection does not work and there is no server responding to when trying to establish connection through SFTP Service IP address provided. The SFTP IP Address does not respond to "ping". Same issue has been observed through FileZilla as well.
Any feedback on this will help.
