Is it possible to check battery charge cycle count on my Note 10 Plus?

You can but it's not necessarily accurate. Rather pointless.

OK I was just hoping to use in my case to get my money back on this used phone I was sold to as new.

Perhaps you could trace by S/N or imei. If bought with a card I would contact the bank and see if you can return the phone and then have them do a charge back.

I guess you could contact Verizon but don't know if they tell you anything. Vendors do buy unsold phones and perhaps open box specials from these company stores.
Don't know if you can track a imei to see how many times it's been registered to carriers.
In the future never share or post S/N or imei number with anyone other than Samsung reps etc. Need to know basis.
