Okay i am testing the cable and adapter and nothing works. It keeps showing like if i am connecting and disconnecting the charger. The charger works fine tested on my samsung phone. And okay yes definately wont sideload, i can downgrade 1.1.7 using ota no problem correct?
No you can't downgrade without fastboot access.
If you have already backup your files, you can in the first time reboot in recovery and try a Wipe Data/Factory Reset.

But your problem is very strange... It's like a hardware problem

You are on EEA or Global ?
Don't use the sideload version
1/ Download the correct 1.5 Beta version for your device (EEA or Global)
2/ Create a folder "ota" in your root storage
3/ use from your dialer *#*#682#*#* for access to the OTAOffline mode or use "Shortcut Maker" from GooglePlay (Activities > OfflineOTAUpgrade)
4/ Select the package > Install and reboot
Worked for me on Global Spacewar......

Try another charger . I'm having the same issue with few chargers since I bought my device 2 months ago. This is no beta bug.. I'm using a 30w charger and everything is fine now. A 25w charger worked did also the job.
