No you can't downgrade without fastboot access.Okay i am testing the cable and adapter and nothing works. It keeps showing like if i am connecting and disconnecting the charger. The charger works fine tested on my samsung phone. And okay yes definately wont sideload, i can downgrade 1.1.7 using ota no problem correct?
If you have already backup your files, you can in the first time reboot in recovery and try a Wipe Data/Factory Reset.
But your problem is very strange... It's like a hardware problem
Worked for me on Global Spacewar......You are on EEA or Global ?
Don't use the sideload version
1/ Download the correct 1.5 Beta version for your device (EEA or Global)
2/ Create a folder "ota" in your root storage
3/ use from your dialer *#*#682#*#* for access to the OTAOffline mode or use "Shortcut Maker" from GooglePlay (Activities > OfflineOTAUpgrade)
4/ Select the package > Install and reboot

Try another charger . I'm having the same issue with few chargers since I bought my device 2 months ago. This is no beta bug.. I'm using a 30w charger and everything is fine now. A 25w charger worked did also the job.Okay i am testing the cable and adapter and nothing works. It keeps showing like if i am connecting and disconnecting the charger.
