美参议员提出稳定币监管法案，拟创建新的发行许可证
据 Foresight News 消息，还有不到两周就即将退休的美国参议员 Pat Toomey 提出了一项稳定币法案，拟建立一个联邦框架，旨在“引导国会”来对加密货币进行监管。该立法将创建一个新的联邦发行许可证，以允许存款机构、基于州的货币汇款企业、非存款信托公司和国家信托银行一起发行支付稳定币，并要求发行人用“高质量的流动资产”完全支持他们的支付稳定币，还将为发行人建立新的标准化公开披露要求，包括支持支付稳定币的资产、赎回政策和公共会计师事务所的证明。
