现在是不是申请不到电信固定的公网 v4 的 IP 了

家里买了一个 nas 然后昨天打电信客服申请电信公网 IP ，客服核对了我的信息，宽带地址，然后详细询问了我为何要开通公网 IP
我说家里装了监控，需要在外面远程连过来看。
然后客服说帮我在后台操作一下，把我改成公网。然后过了一会儿说让我自己重启光猫试下。
下班回到家我重启光猫后。我发现光猫 wan 口的 IP 跟我自己 ipip 上显示的本机 IP 是一致的，这样是不是意味着我就已经有了公网 IP （坐标浙江）
但是我发下每次我重启光猫后，ip 都是会变的，所以现在是不是个人电信没办法固定的公网 IP 了，除非自己办企业版之类的专线
