大家有遇到过，最后一个月扣税暴增的情况吗？

情况：
11 月工资 12 月发，发下来后发现少了 3k 多。
咨询财务，被告知：
这是今年最后一次扣税（ 12 月工资 1 月才发，是 23 年收入），所以之前少扣的部分，这次会补上，这次多扣了 3k 的税。
疑问：
1 、多扣少补，不是个人在个税 app 上操作的吗？怎么会出现这种财务直接从工资扣的情况。
2 、为何其他同事没有出现。

这种时候，就体现没有知识就没有话语权。
虽然我觉得肯定是财务有问题，但财务一口咬定，就是这么算，这次补的没问题。
至于我，我也不知道怎么算，所以也没办法。
只能等个税 app 数据出来（估计要下个月），然后明年多退少补。
