You need to flash the original INS firmware(security update must end with BVI2) and then to sideload the update. TWRP is the problem.

Yes but I've never had compatibility issues because of it since as far as I know they're the same device just diff regions

Well ins firmware is only for f variant and odin wont let you flash it on m variant phone. You now have a compatibility issue.The beta also cannot be flashed over non INS firmware, so you cannot try the beta on m version of the phone. If you really want android 13 you can try lineage or Pixel Experience.
