Why experts get more points in div3 contest

I was browsing Div3 contest I saw many participant who have rating greater than 1600 gain more points and their ratings have changed. It seems like they treated as official participants. while it mentioned in the contest blog clearly that participants with rating more than 1600 treated as unofficial. why this behavior has occurred? I don't know if it's a bug or not, but I just want to know why.
