新买的笔记本，有滋滋电流声算质量问题吗？

cpu 12500h ，用监控软件看，很明显 cpu 频率一调整，就有滋滋声，不插电源 cpu 调整范围比较低，好像没什么声音，这种算质量问题吗，是不是都有这个问题，换一台也一样？怕换来个二手的或者问题更大的，衰
