央行条法司司长刘宏华在《中国金融》杂志撰文《我国金融法治建设的“非凡十年”》。文章指出，健全金融法律域外适用体系。深入推进《反洗钱法》《商业银行法》等金融基础法律修改，研究增加域外适用条款。建立多元化管辖连接点，明确金融领域阻断制度和反洗钱特别预防措施。 以维护境内金融市场秩序和境内主体合法权益为出发点，确立金融法律对境外金融机构实施违法活动的管辖效力。参考国际经验，以在我国设立或投资入股金融机构为支点，建立对境外股东、实际控制人、受益所有人的穿透式监管机制，提升监管效能。
