宽带没到期有办法停掉吗？

- 起因如下：
- 发现我妈的套餐费每个月要 100 多，想降低一下套餐费。但是家里以前办的移动宽带还有八个月到期，问了 10086 ，说是绑定了三个合约(一个 100m 宽带，一个当时说送的路由器，一个 100m 提速到 300m 。)
- 沟通了几次想停掉宽带，10086 说他们没权限要反馈给专员，后续专员也咬死合约没到期不给我停。我说要工信部投诉，那边态度也很强硬不松口让我正常向上反馈。
- 坐标江苏移动。
- 另外看了下我爸的移动套餐，199 送 200m 宽带加一张副卡(估计也是那种 100m 升级上来的)，如果携号转网能有优惠的套餐吗
