Intel CEO基辛格去年2月份上任之后推出了雄心勃勃的IDM 2.0战略，希望通过大举投资重新夺回被三星台积电领先的半导体地位，其中一个重要内容就是在美国投资200亿美元建设2座新的晶圆厂。
然而这个在美国俄亥俄州建厂的计划目前被Intel延期了，主要原因就是美国520亿美元的芯片补贴法案迟迟不能落实，Intel希望获得大量补贴以降低芯片厂的成本。
据界面新闻报道称，Intel CEO基辛格月28日在阿斯彭思想节（Aspen Ideas Festival）的小组讨论会上表示，
如果美国国会不能批准“芯片法案”（CHIPS）中承诺的520亿美元的芯片制造政府补助，Intel可能会在欧洲而不是美国扩大芯片生产。
基辛格在讨论会上说，“我讨厌宣布推迟”。
