3 月初，在俄罗斯打击国内反对者数天后，拉脱维亚风险投资人 Konstantin Siniushin 帮助包租了两架飞机，将 300 多名软件开发者、企业家和科技专家撤离俄罗斯。在俄罗斯发动战争数周之内，有成千上万的俄罗斯科技从业者逃离。有数千人飞到了格鲁吉亚、土耳其、阿联酋和其它接受无签证俄罗斯公民的国家。到了 3 月 22 日，俄罗斯科技行业贸易组织估计有 5 万到 7 万名科技工作者离开，另外 7 万到 10 万名科技工作者准备很快离开。他们是俄罗斯大规模人才外流的一部分，可能对本国的科技行业产生深远影响。
