3月8日，美国商务部长雷蒙多（Gina Raimondo）向可能无视美国对俄罗斯出口限制的中国企业发出警告，表示协助俄罗斯绕过制裁的企业，势必将面临美国严厉制裁。值得注意的是，中芯国际被单独提及。
次日，雷蒙多在接受彭博社采访时改口称，“没有证据表明中芯国际或任何特定的中国公司，计划采取规避制裁的行动”，拿具体的公司去描述一个假想的执法行动“很可能”是错误的。
