美国民主党成员 Josh Gottheimer已公布了一份关于稳定币监管的早期立法草案，其中建议某些数字货币只有在可以一对一兑换成美元的情况下才“符合”稳定币的条件。发行此类产品的机构应该是联邦支持的银行或同意维持由美元或美国债务组成的 100% 储备资产的非银行机构。在Josh Gottheime看来，只有这样才能促进加密行业的发展也不会扼杀加密货币市场创新。据悉，这套立法草案得到了Circle首席战略官Dante Disparte的支持，Dante Disparte认为该草案提供了一种“深思熟虑、基于风险的方法”，可以“适应联邦监管框架”。（cryptopotato）
