有时，要往南，先往北。
举个反例，国际援助非洲医疗，大大提高了当地的医疗水平，却也大大摧毁了当地药企。一旦援助停止，当地医疗水平可能比援助前更差，因为当地医疗体系被破坏了。
援助的目的，是提高医疗水平。直接给医给药，当然见效快，却也有饮鸩止渴的感觉。应该着力发展当地医疗工业，增加自给自足的能力。这也是鱼于渔的关系。
