国务院知识产权战略实施工作部际联席会议办公室印发《知识产权强国建设纲要和“十四五”规划实施年度推进计划》，《计划》提出完善新兴领域和特定领域知识产权规则，研究制定大数据、人工智能、区块链等新领域新业态知识产权保护规则（中央宣传部、知识产权局按职责分工负责），加强人工智能、区块链等新技术与广播电视和网络视听领域数字版权保护的融合创新研究（广电总局负责）。
