不同的协议运营商优先级差别有多少？

国内有些运营商会降低 UDP 的优先级，这个众所周知。但对于 TCP 协议，不同的端口，不同的状态（例如 SYN 、FIN ），或不同的应用层数据（例如 HTTP 、HTTPS 或其他协议）是否也有不同的优先级？

有没有什么工具，可将常用的协议都遍历一次，然后找出当前网络到目标服务器之间延迟最低（或稳定性最好）的协议？
