美国商务部工业安全局将四家公司列入出口控制的实体名单：以色列公司 NSO Group 和 Candiru，俄罗斯公司 Positive Technologies 和新加坡公司 Computer Security Initiative Consultancy PTE. LTD.。NSO Group 和 Candiru 被列入实体名单都是因为向政府出售间谍软件，而相关政府利用间谍软件攻击官员、记者和活动人士，间谍软件还被用于跨境镇压。
